Scope of Work: Provide price and cost analysis for the Department of Veterans Affairs (VA) using commercial and FAR-based principles/techniques. Provide expertise in price and cost analysis principles and techniques, as well as business and industry principles and practices, to analyze cost elements on a wide range of Blanket Purchase Agreement (BPA) proposals, modifications, or terminations.
Required – Bachelor’s Degree or 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management. (NOTE: Four additional years of relevant experience with a high school diploma may be substituted for a bachelor’s degree).
Required – Five (5) or more years’ experience using analytical and statistical skills in analysis of price and cost to support the delivery of care in managed healthcare, services, and medical commodities.

Proficient using Microsoft software applications (i.e. Microsoft Word, Microsoft Excel, and Microsoft Project, office automation equipment and software.
Duties and Responsibilities:
Perform detailed reviews, fact-finding, and analysis of contractor’s price and/or cost proposal reasonableness using price/cost techniques required by law, regulations, guidance and internal processes.
Provide recommendations on price or cost analysis in the pricing/cost report.
Draft pre-negotiation pricing position, the final negotiation objectives, and assist in the final price negotiations (to include recommending solutions to resolve issues of reasonableness and justify exceptions) for approval by Contracting Officer (CO) as required by law, regulations, guidance and internal processes
Provide recommendations regarding allowability, allocability, and reasonableness of cost elements in accordance with applicable laws, regulations, guidance and internal processes.
Prepare technical and audit reports on various price elements, including price/cost trends, economic factors, technological developments for various managed healthcare services/commodities using analytical techniques such as random sampling, computerized models, and statistical graphs for approval by CO.
Provide analyses/recommendations as required by CO during negotiations/discussion involving technical and price/cost issues pertinent to award and/or administration of contract.
